Halff is supporting the City of Arlington in the development of a more complete and reliable stormwater GIS database through a multi-phased data enhancement effort. The project began with a comprehensive gap analysis of the City’s existing stormwater GIS data to identify missing assets, data inconsistencies, attribute deficiencies and areas where available information did not align with current operational and asset management needs. The assessment provided a clear roadmap for improving data completeness and establishing a stronger foundation for long-term stormwater system management.

Building on the gap analysis findings, the team is systematically extracting, digitizing and attributing stormwater infrastructure from engineering plans, record drawings and as-built documents. This includes pipes, inlets, manholes, culverts, outfalls, detention facilities and other critical drainage assets that may not have been previously captured in the GIS. By leveraging both historical and current documentation, the project is expanding the City’s stormwater inventory and improving the accuracy and usability of its geospatial data.

A quality control and quality assurance (QC/QA) process is incorporated throughout data development. Assets are reviewed for spatial accuracy, attribute completeness, network connectivity and consistency with established GIS standards and naming conventions. Attribute rules were developed to support validation, enforce data integrity and help identify errors or inconsistencies. The resulting dataset will provide Arlington with a trusted system of record that supports asset management, maintenance planning, regulatory compliance, capital improvement planning and data-driven decision making across the City’s stormwater program.
